Fleas, mites, and ticks can cause irritation, exposing your dog to bacteria, yeast, and fungal infections. Demodex mites, walking dandruff, flea allergy dermatitis, and sarcoptic mange (caused by the Sarcoptes scabiei mite) can all cause rashes on your dog's skin, including her belly and groin area.

there are no vets here to advise you, So take the dog to one and get a reliable diagnosis .

Cannot tell anything by the picture. There are hundreds of skin problems in dogs & it would take a Vet to diagnose just what it is. It could be allergies. a contact dermatitis, could be something simple to fix with salves or creams, maybe a shot. Your Vet will need to take a look at it & diagnose just what it is.

ONly the vet can tell you as it needs to be examined.... could be an allergic reactions to grooming products, food, and environmental irritants, such as pollen or insect bites. .... whatever it is it means your dogs immune system is not working efficiently as it should be

Could be many things......ranging from Allergies to Parasites and you need to take the dog to a vet for a proper analysis and treatments.

DO NOT use Calamine Lotion or any kind of human medication on a dog, unless you ask your vet first and your vet tells you what to do. Calamine Lotion is TOXIC to dogs and can cause G I Problems, Aggravate the Problem or Anemia in a dog, if ingested.
If you are concerned about your dogs rash and it is bothering your dog, then the safest thing to do, is
to take your dog to the vet and have your dog properly diagnosed and treated, for whatever your vet finds wrong. A number if different things can cause rashes and only a vet is qualified to tell you what it is and how to treat it.
Go to Google Search and type in "Is Calamine Lotion Toxic to dogs" and you will see that it is.
