From my understanding of the bible, God created all animals, including cougars. All cougars are equal in God's eyes. Although, I am not sure if you are referring to women. If so, God did NOT create the slang term, cougar for women. Hope this helps!

Yes, he made all cats great and small. 

I laugh at the attitude that an elderly man with a young girl is no big deal, but if a woman does the same, she's some kind of predator.
