With respect to talent or ability, it is best to develop those on an individual basis.  It would be a waste to have talent or ability and let it all go to waste.  Society as a whole benefits from individuals with unique talents and abilities.  That is why people who choose to make the most of their inherent abilities get rewarded with wealth, while those who choose to labor at unskilled jobs live at the bottom of the social ladder.
