What does "civic expression" mean exactly?

"Once you've concluded that government can't be trusted to do the right thing, it's hard to rely on voting as a useful form of civic expression."

    expression of the civilian population, the people, what the people have to say.

    In this context, it means personal will as indicated by voting.

    sounds like you are quoting from some Marxist or worse ... achieving "the right thing" is inherently value laden and omits such potentially critical criteria as "peacefully".  "civic expression" means to make your desires/voice heard in the space of public discussion over your society's future.
