Why do people waste a lot of money on cigarettes,alcohol,or gambling when one need to spend every cent with maximum use?

    If moderate use of alcohol and gambling bring a little enjoyment in our life, that is a maximum use of our money in a balanced life.

    Cigarettes are bad. Whatever pleasure they gave is not worth it.

    It is so not that simple. If you can see that many people out there are using these things to cope with the evils of society then you might see that holding such a critical view of them is actually hypocritical. It takes being around people like that to understand how lucky you are to not have fallen into the traps that led them there in the first place. You should go out there and talk with them yourself.

    In the U.K., these are considered essentials whereas feeding your kids or heating your house, are not, which is disgraceful  and the state “must do something about it”.

    If "waste" is part of your premise, then your question while a circular argument is more focused on irrational psychology.  As such, "the sinner is a suicide."

    Maybe they don't consider those things to be a waste of money.

    Because they become addicted to them. They then have little choice but to feed their habit. The government knows this and imposes heavy duties/tax accordingly.

    Not everyone thinks the way you do. 2 Timothy 3:1-5 prophesies about the attitudes people would display in the last days. "For men will be lovers of themselves, lovers of money, boastful, haughty, blasphemers, disobedient to parents, unthankful, disloyal, 3 having no natural affection, not open to any agreement, slanderers, without self-control, fierce, without love of goodness, 4 betrayers, headstrong, puffed up with pride, lovers of pleasures rather than lovers of God...."
