This error may occur if something went wrong during the Windows installation process. If the user has installed a newer version of Windows on top of an older one and the BOOTMGR file is not updated properly, then this error may appear and the boot process halts.

remove the screws, take out the hard drive and connect to outlet voltage on the data lines but be careful not to shock yourself

Take it in to a shop like Geek Squad and tell them what is up and let them figure it out.  They are the mechanics for computers.

    Cause of Issue:-

A recent hardware or software change might have installed a file that is signed incorrectly or damaged, or that might be malicious software from an unknown source. If you have a Windows installation disk, insert the disk and restart your computer.

If it is helpful, then Good otherwise you need to discuss it with Support team.

you either need to take it to a repair shop or reinstall Windows.

either way, you need to run chkdsk with recovery before you continue to use that hard drive. there is likely corruption at play.

The Error Code 0xc0000428 is a bug check that is provided on the Windows BSOD known as “The digital signature for this file couldn't be verified.” The message is quite informative as it provides the error code for further error analysis and indicates the fact that the problem steps from the Digital Signature that could not be verified. Digital Signature is a mathematic technique or a sequence of specific digits that are used to approve the authenticity.

For instance, if a piece of software is digitally signed, it means that the developer takes full responsibility for the product, software or digital document. Therefore, “The digital signature for this file couldn't be verified“ BSOD means that there is a file or piece of software running on your OS that is not digitally signed by Microsoft company and which might have cause system‘s crash.

You mentioned you installed win10 again? Do it again! This time around, disable updates. Completely. Not recommended for the faint of heart.
