it is a digital artifact, and a byproduct of compressing data digitally into a smaller size than the original:

computers cannot display every piece of data when the screen is smaller, so it does every x dots, depending on the size of the screen.
you may have noticed this if you ever scanned a newspaper article, then looked at the picture in a smaller window. this is called a moire pattern.
