Native English speakers, could you please help me with these issues?

Is this sentence grammatically correct, and does it make sense:

"I'm not at 100%."

(For instance, if you sustained an injury, but haven't made a full recovery yet.)

    Unrelated to PF.

    I would leave out "at". I'm not 100%,
