What does James Madison think will keep the divisions of the Federal Government within bounds? What will fail to do so?

Can someone please answer thoroughly, having a little trouble.

    The Constitution keeps the divisions of the Federal Government within bounds.  When we fail to realize that our rights do not come from our government.

    Try READING the constitution to understand it rather that constantly trying to rewrite a document you don't understand to say something completely different than what the words actually state!!
