Where does one file complaint if a company doesn't honor a purchase?

Sent me a defective item, but then didn't give me the full refund after I sent it back.  They also refused to honor the original purchase price, if i were to buy a replacement.

    BBB which is just a joke....with fake companies getting A ratings.

    maybe dept consumer affairs or something like that.

    if you are in the US, your state's consumer protection agency.  and with your credit card company if it is within the period allotted.  you should also left multiple bad reviews of the company's practices on every available social media
