Track meet infractions false starts or short words hiding at the beginning of the answers to starred clues.
What do these words "track" and "infractions" and "starred" mean in this case?

A track meet is an athletic event consisting of track and field competition (running, jumping, throwing). Infractions would refer to the breaking of the rules of these competitions. I have no idea what "short words hiding at the beginning of the answers to starred clues" means.

"track" is a race track
a meet is for the purpose of racing, or watching the races
"infractions" is any breaking of the rules
*a "starred" clue has a star character, *, next to it
