"Latino" is a word the US uses that no other country does and it basically means anyone of Latin American ancestry. So based on that definition Latinos could be of any race as there are large black and Asian populations in Latin America that have been there for centuries. There are also large populations of "white" and mixed "white"/indigenous in Latin America. So it's a fairly inexact cultural term that sort of has little to do with race and more to do with the shared experiences of the modern nations that were the result of Spanish, Portuguese and French (in the case of French Guiana) colonization. Generally speaking though most anthropologists consider most Latino ethnicities to be Caucasian.

For statistical surveys Latinos are categorized as Hispanic rather than white. Is this what you're asking? Entities ask people's ethnic back to try to prevent discrimination.
