Why do some news outlets publish articles & videos about what other news reported instead of publishing their own stuff?

    The lack of resources. Local newspapers tend to only have the resources to send a journalist out to investigate local events. Hence the outsourced national and international level stories. Even big TV news networks will outsource some stories to freelancers or other news networks if the location of the story is a middle of nowhere place where they don't have a correspondent.

    They don't want to pay an investigative reporter.

    The ones that do that do that either because they don't want to but would rather borrow on others' work and then get paid by advertisers for doing very little or because they don't have the budget, resources, or time to independently recreate the story from the ground up by speaking to all the sources and gathering all of the evidence themselves, it being much easier and inexpensive to insert the words, "According to (name of news source)..."
