If dictatorships are always liable to criminalise dissenting ideas, does that make democracy the default best system for preserving truth?

Update:

Ps that doesn’t guarantee democracy does in fact preserve truth, but its mechanism of allowing both sides of an argument means truths have the best chance of being discovered

    Well, Democracy does give the truth a fighting chance to be heard.
